In case you have still not able to find your co-founder,I can certainly connect you with the right people who might be interested in your idea working with you as an fulltime founder or an associate. Apart from it, if it helps I can give you some industry insights on the idea as I have spent a lot of time doing the same things which you have stated above in the recruitment industry including consulting on creating a job site and couple of application management software.
