A web developer cum designer whiz?

Finding a great yet budget friendly web developer/designer is similar to finding a needle in a haystack. Where does one look for one? Ive tried freelancer and odesk. Ive tried to search. I dont want to go through an agency route as we had a rotten experience the last time.

Does anyone know anyone? Looking to revamp a website built on wordpress. And make it look international. This is the one here : https://www.saveandgo.in. I have a decent idea how I want it to look and have found a great theme, but looking for someone creative to take it on and finish it in a fortnight or month?
