Online PR vs. Offline PR! What works & what does’t?

I was posting a discussion and then thought to do some thoughtful work so studied a little more on PR on therodinhoods and got this link by Alok Sir.

Post Emailers the next thing that I worked on, was Online PR. Got some good results also. But, I still want to know some more about PR for Digital products/services:

1. Is Online PR sufficient or Offline PR should be included too? ( this got answered thoroughly with the ppt, however feel free to add to the knowledge)

2. Offline PR adds a learning curve for consumers of digital platforms like ours (SmilingStart.com) i.e. going from offline mode to online mode. Should one take the risk and go offline?

3. What’s called as the right mix? Is there a matrix or some formula?

4. When to start, when to stop doing PR?

4. When should a startup think of hiring a PR personnel or a PR agency? Or one should not think of that only? ( got answered)

5. Is online PR just a tool to add on to the SEO? ( got answered)

Also, I need some assistance to know more on the existing Online PR agencies/portals. If the rodinhooders can enlist some I’ll be grateful.Few ones which don’t need a mention are,theTechPanda, Yourstory.in, Starutpcentral, etc.
